&lt;p&gt;Electronic communication permeates virtually every aspect of our daily lives and it has significantly impacted the public sector workplace. Municipalities today have most, if not all, of their administrative employees on networked computers with e-mail and internet access. Public sector employees commonly carry work-issued cell phones or pagers, and most municipalities have websites where they publish agendas and respond to public inquiries electronically. However, the rapid proliferation of electronic communication use has, in some respects, outpaced the ability of the legislature and courts to keep up. &lt;/p&gt;
